try this q9650 with a striker ii formula bios settings .First blocks the PCI Express frequency to 100 Mhz then set FSB & memory configuration synchronous auto for Memory timing parameters use 5-5-5-15. Disable Spread Spectrum Control now here dont try to set vcore set it to auto further use cpuz and gpu z to overclock

You increase the FSB 10/15 testes and you touch anything without the other. 10/15 minutes of OCCT or Prime95 to see if the new frequency is stable. Always slightly increase striker ii formula FSB until the time it actually does more. At that time it will increase for the vCore a notch. for vcore try this values
    AUTO
    1.20V
    1.22V
    1.24V
    1.26V

It is possible for q9650 to push high so you can reach to 4 ghz with core voltage of 1.21v, and fab at 445.07 and cpu multiplier 9 also that is no far 4.5Ghz at 500.0 fsb and multiplier 9 where the core voltage is 1.44v.
