It is indeed extremely dependent on the motherboard. Some motherboards, you could overclock pretty healthy with, others not at all.
Upto 1200, you should be able to get that much on what I have seen at forums in the past.
Grab a Asus CUSL2 or TUSL2-C.
I had a clear rise 1.0A at 1.7ghz with a tusl2c.
OverClock is by raising the FSB. Therefore, you must have good memories. Mushkin or PQi I recommend. PQi have run in 169mhz. Coppermine is not a good outcome. Tualatin is much better, lower voltage from the factory.
Then, it goes without saying how much pressure you can create on your motherboard, cooling (at 1.85v is the CPU HOT!)
To reach 1ghz should be sufficient to raise the FSB: one to 142 MHz and increase the pressure slightly. Having good memories, you should do it splendidly with the original cooling.
Edit: Vcore on P3Cu is 1.6-1.7 depending on stepping. Tualatin is 1.45
