    E8400 to 4 GHz

My question is whether we can get an E8400 up to 4 GHz with air-cooling without change in the voltage etc.

Yes, you can. But remember that you must be good at it, if you do not want to ruin your CPU.

Is it stable or is it better just to put it to 3.5ghz.

It runs stable at 3.4 GHz with stock cooler, and VERY good ventilation (below 60c)

From 3Ghz to 4Ghz without more Vcore it is a super cpu you have. Although I have a Q9550 at 4Ghz but with extra vcore it stops at 3.6ghz by std.
