Vista control panel display issue

Good Morning,

I write this is desperation, hoping someone out there can help me as I am totally out of ideas and on the point of chucking my laptop out the window

My laptop is running windows vista home premium, and since out of the box basically, even before system updates, the control panel windows, i.e. display properties & user management etc only display the top left hand corner of the options window.

i.e. Display properties only shows the corner of the monitor picture, and the left hand side of the resolution scrollbar, the rest of the information appears to go off behind the sides of the window, as if it needs maximising, but there is no option to do so. This only happens on system displays, i.e. control panel, mouse settings and Service pack updates. I have tried to install SP1 for vista, but it wont let me as the 'next' button is in the bottom right hand corner and i cant see it.

i have checked the DPI settings and they are on 96, the lowest i can go, the resolution if i adjust it doesn't help, the writing is still hidden, i have installed the latest video drivers for my ATI radeon x1300 and am now out of ideas. Acer insist there is no problems they know of in their systems from the box.

I hope there is someone who can help me, else i will have to bite the bullet and format and install XP, which i don't want to do.

Thanks for the suggestion, unfortunately this hasn't helped, the display is still corrupted.
