Cannot install msi packages

on my computer: windows vista home premium 32 bit; i cannot install any msi packages. on the other hand, i can fully run exztractor packages like .exe files. i have tried many different methods.
i am the administrator myself of this computer.
also, since i am on the home premium version; i cannot access secpol.msc or gpedit.msc.
any help would be appreciated.

i specifically said in my answer that mine was windows vista home premium. why then did you refer me to a user running windows vista business. if you do not know the difference between the two, then i will explain it. windows vista business features more customisable features like secppol.msc and gpedit.msc, which windows vista home premium cannot access. UNDERSTAND!!!

if you can send me a suitable answer, otherwise i would have to re post this thread again and again.
