iTunes could not be installed because visual basic is not installed or has been disabled

I am not able to install quicktime on my new computer. I keep getting an error message that says
"iTunes could not be installed because visual basic script (VBScript) is not installed or has been disabled. Make sure VBScript is installed, turn off script blocking in anti-virus and personal firewall sofware, re-register VBScript, and then install iTunes"

I have turned off the virus scan, and the firewall, and still this program will not install. I have followed up by installing all current updates for this system, with windows vista premium. I tried un-installing quicktime, however there was not a previous installation.

can someone help with this issue?
