After going through the problem of yours I am suggesting following thing which will be helpful to resolve the issue.
You have to launch registry editor on your computer and remove all the entries below mentioned registry key.
    Code:
    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Schedule\TaskCachem
You should take the backup in case above mentioned solution did not worked for you.

I was facing from the same issue which you have stated over here. I transferred the file from SCM directory on other comp[uter and restarting the system. also if possible you should get \system32\logfiles\scm from the freshly installed Windows 7 and put the same on issue causing computer.

Looking at the situation I am suggesting that you should run ctfmon.exe on your system. as the Task Scheduler is not working and hence ctfmon.exe might not be loading automatically. You can also set up autostart key for it by editing below mentioned registry keys.
    Code:
    HKLM\Software\Microsoft\Windows\CurrentVersion\Run
If you don’t wanted to do that then manually open ctfmon.exe.

I think you will need to perform system restore on your computer. in case it is not working then you might need to reinstall Windows 7.
