This looks that your operating system is completely corrupted. You must get a list of files when the system boots properly in safe mode. All you need is to format and re-install windows in your system. Or else it will not work at all. Second thing if you have data then you can backup that by using a Live CD. There are ample of free downloads available for the same.

Its possible to take a backup, see you can take your hard drive to any of your friends place and just copy all data over his/her hard disk and then you can format or install it. after doing so you can get it back all your data.

There are few ways you can boot your windows.
    1. Use a Windows startup disk
    2. Use Last Known Good Configuration
    3. Use System Restore
    4. Use Recovery Console
    5. Fix a corrupt Boot.ini
    6. Fix a corrupt partition boot sector
    7. Fix a corrupt master boot record

These are few ways you can solve your issue. If you want any more help to know any of this than let me know.
