Left and Right hand pane of Windows explorer works only on scroll on windows 7

I have installed the new windows 7 on mine dell system and mine windows Explorer will not allow the mouse scroll wheel on the function panel left or right until you have selected an item in the pane on the left or right for the first time. This is still when the Windows Explorer has focal point. This is a variation of the wheel mouse Windows XP scrolling task which straight away permit scrolling while hovering above the panels on the left or right while the window is focused finally this adds an additional connect to every time you unlock Windows Explorer and it's irritating.

I'm sure you've tried posting in the Windows Explorer. If you spool the right pane, and the left pane is not able handle before clicking on it. After that if you want to move to the right again, you have to press the right pane. This actually gets mad very soon. That this information will help. I want to know about the solution of problems so please tell me if you have a solution to this problem.
