Windows 7 won't boot i safe-mode, password

Long story short: niece tried to download those "pretty mouse changers" from the ad located on the side, unleashed a trojan/virus/malware what have you. Win7 won't boot..neither will safe mode. Startup Repair cannot fix the problem. Booted from Win 7 Recovery...apparently there's a password that NO-ONE knows and for the life of me I can't figure out so I can't use the System Recovery options. Is there anyway to bypass that? Keep in mind, I can NOT boot into safe mode, or safe mode with command...nada.
