mdscleab.dll error loading with not found the specific module

I am having a error message continuously whenever I tried to open my windows vista compatible dell latitude laptop, it shows that error m loading C:\WINDOWS\mdscleab.dll, I am a college student, so I am not having any such kind of information regarding this problem. So can’t figure out, for which the problem is occurring. any input on this will be appreciated greatly.

I think there is only one solution for this types of problem, simply reload the operating system, and for that insert the windows installation disc, now reboot your system and then start pressing f8 after the manufacturer logo will appear into the screen, it will prompt you into the windows installation window, from there click on install now option. This will first ask you to select the driver for installation, select the existing one, then a format of that driver will runs. Follow the fresh installation process after complete the format process, now it will require for reboot the system, do this and check whether the similar file is still making problem in loading.
