This error seems to occur when a DLL-named (all signed with strong name) is updated, ie the version number in my case has been increased and the old version of the dll has been updated automatically and is replaced by update. What does that signify that the application apparent which is used by the application cannot validate the dll as well as its dependencies, and this in turn submit a report accident. The accident report to point out KernelBase.dll. Anyhow to fix, recompile the application by means of the new edition of the dll with strong name furthermore update time seems to have resolved the trouble for me. What is alarming is that this error by means of Windows 7 KERNELBASE.DLL appears to behave slow, unresponsive as well as began to remember my nightmare infamous DLL. Reboot the system appears to provide new life to Windows 7, no system files were spoiled.

I think that you will be unable to set it manually. So I will recommend you to call the computer manufacture's tech support regarding restoring Windows 7. After that problem is resolved (don't make use of that disk the broadband supplier gave you) also contact the broadband provider's tech support group, they be supposed to be able to speak you all the way through how to setup the modem.

Thank you for your valuable suggestion as well as reminding me about this. I will take that into consideration. And as the above mentioned that recompile the app with the new version of dll, I have attempted that but it does not seem to be functioning for me. If you have any other suggestion regarding to this issue, please let me know.
