Windows 7 Enterprise unable to login to Safe Mode

Hello friends, I had upgraded my Windows 7 from vista previous week, here the problem I get is I am unable to login to the safe mode. Out of roughly 30 to 35 try I have only been able to get past the welcome screen in safe mode two times only. Each other time the system reboots previous to the desktop can show. The Event Viewer says it was a user-initiated shutdown and restart. The 35 efforts were across four clean installs, before and after activation. The two victorious safe mode logins came right away after activation, but could not be duplicated. Other than not being able to login to safe mode the whole thing else seems to work completely. Please help it will be very grateful.

It looks like there is an trouble with the hard drive or the motherboard. What you can do is you can try to run and execute Check Disk and System File Checker as shown below: To check Disk very firstly Click on to the Start menu, now in to the search box type "CMD" and then press Enter. Secondly then you right-click onto the CMD and select Run As Administrator. tick Continue if the UAC display any message. Thirdly type Chkdsk as shown below C: /f /r.
For System File Checker (SFC): initially you click on to the Start button and in that click to the search menu and type "cmd" and then click Enter after reaching to the command prompt right-click on to the cmd.exe and click run as administrator. Secondly here Enter the following command sfc /scannow
And then press Enter. If these problems again exist, in order to decide whether this problem is created by the hardware non compatibility, you can similarly set up the latest Windows 7 system to check the result. Hope it will help you out.

Before performing any more things, I would like to recognize if any error comes out on the screen when this problem occurs. Try to test it in the built-in administrator account first. To enable built-in admin account: very initially click on to the Start windows button, in that look out for the search box and in the box type "cmd" and right-click the process cmd.exe and select from the list Run as Administrator. 2) In command prompt type the command “net user administrator /active: yes” with no quote mark and then click Enter 3). Log off and log on the Administrator account. Note that to disable this account run the "net user administrator /active: no" If the problem continues, you can disable auto-restart and confirm what will take place.

According to the explanation, the problems takes place previously can be occurred by the BIOS system. You can verify if booting difficulty still takes place. First you try to perform it in the Safe mode Force the Safe Mode boot: Go to the search box and Enter "msconfig" in the Start Search box from the Start button, and then press Enter. Secondly and finally Click the "Boot" tab, check the "Safe Boot" option and click OK. After that reboot the system, hope it work for you.

IF any of the thing is not helping you out then try to perform the Startup Repair: For the Startup Repair: what you need to do is Keep hold the F8 key when booting up, select "Repair Your Computer" on startup menu. After that select the "Next" button and enter the user password if it displayed then click next. Pick Startup Repair from the System Recovery Options dialog box. If still problem exists then choose Command Prompt from System Recovery Options and run the below commands to fix the boot file:
    BOOTREC /FIXMBR
    BOOTREC /FIXBOOT
    BOOTREC /REBUILDBCD
    BOOTREC /SCANOS
