Install Fail code 0x80070643 Windows Vista 64

I am new to this forum, so if there is any mistakes, please be kind with me and explain the solution. Now moving towards my problem. I am having some error message while installing Visual Studio 2008. To work with Silverlight 2 with VS 2008, I need to install the SP1 for VS2008. This always breaks off with a Fatal Error. The error occurs when you install .NET 3.5 SP1. The steps I have already tried:

VS2008 SP1 installation routine (Online Installer + ISO)
Standalone Installer .NET 3.5 SP1 (online and ISO)
Expression Blend 2 installation routine
WindowsUpdate

The pre-installation tool, I have also already used but no use.

The error message was as below:

Final Result: Installation failed with error code: (0x80070643), Fatal error during installation.

Maybe someone has had the same problems and has might have found a solution for this? Meanwhile, I have created a VM with Windows XP and work there, it would be more beautiful if it would go through the normal system. I thank everyone in advance for replies already.

I would like to again thank those who have made efforts to help. I solved the problem by now I have my OS set up anew and directly after,

.NET 3.5
.NET 3.5 SP1
VS 2008
VS 2008 SP1
Silverlight 2 Tools

have installed. For me this was still the fastest solution after more than a week now I tried using different methods have to install Silverlight 2 Tools. Failed, the installation is always on the .NET 3.5 SP1 integrated, language pack. My last failed attempt Sat Sun from which I removed with a crowbar to complete .NET environment from Vista and have installed all new versions. NEN cost me half a day's work and was back for the cat. So if, like me, has a Vista x64 machine with which he works are already long time without a new installation, I recommend simply reinstalling. Directly after all .NET and VS patches and SP's on it and we have invested less time than in the search for a solution.

Do you have the Release Candidate Vista SP2 on the system? If so, replace the time by the final Vista x64 SP2 . You should properly install the Microsoft .NET Framework 3.5 SP1. The following are the System requirements for installing it:

Supported Operating Systems: Windows Server 2003, Windows Server 2008, Windows Vista, Windows XP
Processor: 400 MHz Pentium or equivalent processor (minimum), 1-GHz Pentium or equivalent processor (recommended)
RAM: 96 MB (minimum), 256 MB (recommended)
Hard Disk: Up to 500 MB of available space may be required
CD / DVD Drive: Not required
Display: 800 x 600, 256 colors (minimum), 1024 x 768, High Color, 32 bit (recommended)

@ Forums team: the Language Pack (standalone), I just forgot to specify the top but I have tried to install it it had already done. However, I am the problem with Vista x64 SP still not known and the package with SP2 and VS2008 SP1 + Language pack I know I will not even Farming in the course of the day try it and give feedback. But I have to say that the problems already started without Vista x64 SP2, which is why I am assuming that it could not be due. But I never miss an attempt. I have not read this thread in fact know but most are posting here and I have almost all been tried. Except the one with the SP1 RC for Vista. Because a clean installation of the system would it be appropriate, I have taken this distance so far as I have read in various forums that the problem apparently also depends in part on the hardware, and thus no advantage would have to reinstall a fresh non-Reg.
