I am running Windows 7 Ultimate on my laptop and i have installed an Internet Explorer 8 on this machine. When i create the shortcut of an URL and when i try to use that shortcut then IE8 shows Connecting but never goes further to that. My machine is on Windows 2003 network.

First of all you should check that an internet connection on your computer system is proper or not. Then you start an Internet Explorer 7 on your system and then double click on the URL shortcut which you have created and it would be better if you do not have any kind of add ons along with your internet explorer.

    1. Go to the Start Menu and type "inetcpl.cpl" Run Search bar.
    2. Now switch to an "Advanced" tab and then click on "Reset…" to reset Internet Explorer settings.
    3. Make a check on "Delete personal settings" box and click on Reset.
    4. Now close it and then press “Restore advanced settings”.
    5. Now close an Internet Explorer window & restart IE to check the issue.

Go to My Computer, View, Folder Options, File Types (or Control Panel, Folder Options depending on your operating system). Scroll down to the URL:Hypertext Transfer Protocols, click edit twice and make sure the following is in the application used to perform action box:

    "C:\PROGRAM FILES\INTERNET EXPLORER\iexplore.exe" -nohome

Even i have faced the same problem on my windows 7 machine as when i am creating the shortcuts for some URL then it does not opens that page but when i am opening the same url directly from the browser then it can show the whole page with all its content. I think the problem is happening while creating the shortcut icon.

I think the problem can cause due to the URL itself which might not be compatible with the creating its shortcuts. Though i have not seen such issues but still you can confirm about the same by creating the url shortcut of some other websites. If there would be any problem with the website's url then i guess you just cannot do anything.
