    RunTime Error 21 in Windows XP

    I am working on Windows XP and from last two days and I am getting a Runtime Error 21 At Start. When I turn on the PC I get this drastic "run time error 21 at 00405DC5" is minimized and is repeated many times. I think that having it installed with all updates created many problems. I have installed this operating system several times, but never got this error. So I am not having any idea of troubleshooting this error. Thought that you guys must have solved this issue, so please provide some necessary details about this error and also tell how can I fix this error 21.?

    Go to your computer your antivirus (or online: Total Security Center, ESET Online Scanner, F-Secure Online Scanner, Kaspersky Online Scanner ) and then disable all the anti virus that you are running. Clean your computer files and unnecessary registry entries with ccleaner. In this last program you must do the following :
    • Download the program
    • Create a folder with your name and it gets the file HijackThis.exe (wil have to download from an Internet)
    • In normal mode double click on the file
    • Select the option to scan and save log
    • A window will open and the notebook. Paste the contents, and then you can troubleshoot it very easily.

    You should also check the Svchost.exe in Windows XP. The Svchost.exe file is positioned in the% SystemRoot% \ System32. At startup, Svchost.exe checks the services ingredient of the registry to assemble the list of services you need to load. You can run numerous instances of Svchost.exe at the same time. Each Svchost.exe session can control a set of services that can run standalone devices, depending on how and where Svchost.exe is started. This allows better control and easier debugging.

    The System Configuration utility automates the schedule for the troubleshooting steps for proficient services. When you use this utility, you can select options to temporarily prevent the services and programs loading during the Windows startup process. When you do this, you reduce the risk of making typographical errors when you use the Registry Editor. In addition, when you use the utility, it is easy to restore the original configuration. So I would like to recommend you to use this utility. When you use the System Configuration Utility, you can start Windows in common services and startup programs are disabled. Then you can activate them one at a time. If a problem does not occur when a service is disabled, but occurs when the service is activated, the service may be causing the problem.

    You can easily reset or change configuration settings in Windows XP to include preferences for the following parameters :
    • Boot Options
    • Services that are configured for launch during the boot process
    • Programs that are configured to load during the boot process

    You should note that these programs are specified in the startup files / programs and in the registry.

    You should follow the steps to determine the system service that is causing the problem :
    • Click the Services tab, click Disable All Click the check box for the first service that is listed and restart the computer.
    • If the problem does not occur, you can eliminate the first service as the cause.
    • With the first selected service, select the check box for the second service and restart the computer.
    • Repeat this process until you reproduce the problem. If you can not reproduce the problem, you can eliminate system services as the cause. Proceed to the next.

    To start the System Configuration Utility, click Start, click Run, type msconfig in the Open box and click OK. The System Configuration Utility permits you to without difficulty reset or amend configuration settings of Windows to incorporate preferences for the files and settings :
    • The System.ini file
    • The Win.ini
    • Boot.ini
    • The programs set to load at startup (specified programs in the Startup folder and the registry)
    • Environmental parameters
    • International settings

    To avoid lines or elements of a specific configuration file do not load when you restart the computer, click the tab for that configuration file, then clear the check boxes in the row or item you do not want to load. Checkboxes are unavailable (dimmed) in the SYSTEM.INI and WIN.INI tabs indicate that these lines have been temporarily removed by the System Configuration Utility.
    • To change the line or the currently active, click on another element or another line or click Move Up or Move Down to move between items.
    • To create an entry in a configuration file, click New.
    • To edit a selected row, click Edit.

    You can utilize the Tools tab of the System Configuration Utility to start diagnostic tools and supplementary complex tools. The Tools tab also displays the path and switches for tools. To start one or more of the tools that are listed under the Tools tab, click the tool you want to start, then click Start. Or, click the tool you want to start and then press ALT + L.

    Here are the steps to remove the error

    1. Restart your computer in the Safe mode
    2. Click the Start menu and select Run.
    3. In the Open box, type cmd and click OK.
    4. In the Command Prompt window, type CD "C:\WINDOWS\system32" and press Enter.
    5. Next, type RMDIR splm /S and press Enter to delete the splm folder.
    6. Restart your computer in Normal mode.
