    You have been using tweakui133.exe for years with XP. It lets you modify position for My Documents, Favorites, Desktop, Program Files and lots of additional locations. TweakUI essentially does moderately a bit additional, but I am typically interested in locations. It runs completely on your Windows 7 Pro. You can install it on a small number of Windows 7 Home Premium systems and it installs extremely well, but does not have the My Computer tab that alters these positions.
