Hey as per my information Windows 7 Professional doesn't support any language packs and for this reason you are getting such type of problem. You will only able to install additional language packs in Windows 7 Enterprise and Windows 7 Ultimate. Most of the people face such type of problem.
I hope this will help you.

    # Change Windows display language in less than 5 minutes! (Express installation mode)
    # Uses official Microsoft Windows language packs
    # You can install all 36 MUI languages and switch between them easily
    # You can install 55 Vista LIP languages on top of specific MUI languages
    # Compatible with Vista Service Pack 1 and Vista Service Pack 2

To download and install a Windows 7 language pack, follow these steps:

    1. Start Microsoft Update. To do this, click the Start button, type Microsoft Update in the Start Search box, and then click Microsoft Update in the Programs list.
    2. Click the optional update links for the language packs.
    3. Under the Windows 7 Language Packs category, select the desired language pack.
    4. Click OK, and then click Install updates to start the download and installation process.
