Seeing your issue, I would suggest you to do the following things :
    • First you should check that if you can ping the computer which is hosting the shares that you are trying to access.
    • Also check the settings of the security and permission of the shares and make sure that user is having the permission to access the share.

When the target computer based on Windows 7 and the computer from which you want to access the administrative share are in the same domain, access to the shared resource can be done with the domain administrator credentials. Check that you can access the share with “\\<IP Address>\folder”. If you cannot then the problem is of an administrative rights.

I would suggest you to boot your computers to clean boot and check the issue. Follow the steps to perform a clean boot :
    1. Log on to the computer with an account that has administrator rights.
    2. Type msconfig in the Search box, and press ENTER to start the System Configuration Utility.
    3. On the General tab, click Selective Startup and uncheck the box next to Load Startup Items.
    4. Under the Services tab, click to select Hide All Microsoft Services, then click Disable All.
    5. Click OK, then Restart.

You can not access this administrative share if the target machine based on Windows 7 is joined to a domain and attempts to connect to it using a computer that has joined a working group. The same applies if you provide the correct administrator credentials for the domain in which is located the target computer. Also check if this computer can access some other shares on the network.

Also try to enable half the services, for which the following steps would be useful :
    1. Follow steps used to start the System Configuration Utility.
    2. Click the Services tab, then click to select Hide All Microsoft Services.
    3. Enable half the check boxes in the Services list.
    4. Click OK, then Restart.
