Download asian language package for XP SP3?

I am having the desktop computer system which has the Windows XP Service Pack 3 operating system installed in it. I am looking to use the Chinese language on this system. So i need Asian language support. I want to know that from where can i download Asian language package for XP SP3 operating system. Or which are the alternate methods are available to do the same.

To install Asian language files on your computer You must be logged on as an administrator or a member of the Administrators group in order to complete this procedure. If your computer is connected to a network, network policy settings may also prevent you from completing this procedure.
