To resolve this problem, remove or rename all instances of the file in a folder PSAPI.dll application that is closed. PSAPI.dll component file is not redistributable. The file must be PSAPI.dll only exists in the Windows folder or in the folder Windows \ System32.

Did you ever look in all your folders if you do not have another version of PSAPDI.DLL because some programs like Code Stuff Starter installs another version of this DLL and is used at boot. If you find another version of the DLL, look what is the program that uses it and if it runs when Windows starts. If yes, replace the DLL with that found in c: \ Windows \ System32

This is the aftermath of anti-virus, the virus removed, but the registry has not cleared a number of start-up projects, this can be resolved:
Start menu point "Run" type regedit to open Registry Editor

    1. Press ctrl + F will find the items entered DTSERV remove.
    End afterwards to continue

2, press ctrl + F will find the items entered msde32 remove.
    End afterwards to continue

3, press ctrl + F will find the items entered RsGuiLid.dll remove.

You have many versions of a DLL any provider that is out of date. Find all instances of PSAPI.DLL. Finding Partners with SmartBridge Thay (SmartBridge is on the path to that PSAPI.DLL) and rename the dll to PSAPI.old or something similar. You can research this on Microsoft.com but I found the answer when I upgraded to Explorer 7.0 from a different blog.
