Need to format Windows Vista

Hi,

I need a help to format Windows Vista.

I was using Windows Vista OS which came with my HP dv2713tu laptop.
Recently I got a some problem in my hard drive and it got rectified.
When i try to login into laptop, i got the following error:-
"WINDOWS FAILED TO LOAD BECAUSE THE SYSTEM REGISTRY FILE IS MISSING OR CORRUPT".
\WINDOWS\SYSTEM32\CONFIG\SYSTEM
STATUS: 0XC00000E9

And it seems my OS got corrupted.

Now I do not have recovery disk and bootable windows vista to install the OS.

I try to format the laptop using command prompt by boot menu options.
It is also not working.

I tried to install windows XP using bootable cd, but it is giving hard drive is not installed properly.
It seems downgrade is not possible by installing XP above vista.

Now how can i format my laptop?

Please help me out in this regard.
