Have you tried system restore? Is you using Vista? if so then:
  • Press F8 when your computer starts.
  • Choose System Recovery
  • Select System Restore.

That is the P2P downloading is full of stuff and even viruses ....you should not do this manipulation. Once i did same like you do and in result had to format the system. A repair install can solve your issue easily. try that if that doesn't works then let us know,

Can you boot in safe mode? Chances of booting up in safe mode with damage system file is not looking much possible, But you can give it a try, try to boot in safe mode if you succeeded then replace that file from the backup you made, good luck.

I think you not doing it in proper way, you need to edit the follwing as follow to remove the tcpip.sys socket creation limit:
  • Backup your original tcpip.sys file
  • In your hex editor, go to offset 4F322 hex (or 324386 decimal).
  • Change 0a 00 00 00 to 00 00 0a 00
