Command prompt not working and Folder options not showing

Hello
My command prompt is not working. when i go Start>Run and type in "cmd" in the Open dialogue box a message says "Cannot find cmd,make sure the you type name correctly and try again". But when i type in "command" the command prompt window shows but when i try to enter commands such as "ipconfig" after this line C:\Docume~1\Fiona> the nothing happens,this line shows up again C:\Docume~1\Fiona>

And also my "Folder Options" in the Tools menu is not showing....I have ClamWin as my Antivirus program....I did a full scan on my system and got "Permissions denied" on some folders....

Please help !!!!

I think your computer got infected by the virus and your are not able to detect it by the use of the ClamWin Antivirus. You can scan your computer with any other antivirus application such as Avast! Home Edition, AVG Anti-Virus, Kaspersky Anti-Virus, McAfee VirusScan and then you can able to know that whether your computer if infected or not.
