The problem basically tends nothing but the accessibility to the installer application of the utorrent. The installer application may be worn out that is it may not be functioning well and hence the problem could be associated with the program that you need to install. Use other installer that is the setup.exe file for utorrent. Hope it may result in making the things different for you.

You can create a new administrator account and then access to the same for installing the application if the issue is related to the authorization. It may be that the normal user account accessibility to install application may be revoked or disabled. So go to the control panel option from the start menu. then open the user account option. After that click on create new account. then click on manage account. Select as Admin account. then finally click on create account. Now login again by restarting using the Admin account. Try to install the application then.

To check out whether the issue is with the operating system then you need to run the system under safe mode option. This may allow the user to get to access the application under low featured mode and hence the features of Windows 7 that is highly advanced would not be the issue for making the things to work out the way it is been. So try out the stuff.

Try to hide or disable the features that Windows 7 has. You can do it by following the steps as follows:

1) You need to click on the start button.
2) Type msconfig in the searchbox.
3) Now under selective startup tab choose Hide all Microsoft services.
4) Disable the services.
5) Restart the system.

Now install the application.
