Well the problem that is you cannot use webcam on a normal user account and can use it under administrator account seems that the drivers are been installed under administrators account only. This means that the drivers for the D-link webcam has been installed by using the same account and is not installed under a normal user account. This would be the reason that you are not able to work with webcam using normal user account.

The reason could be that the drivers for the the web camera that you have installed in a normal user account might have gone corrupt. You need to reinstall the drivers in order to make the webcam to function properly. Remove the drivers that has been previously installed in the system using normal user account and then install them gain using the utility disc of the webcam. This should solve the problem.
