Manually arrange icons in folders

I upgrade my system from vista to windows 7. Windows 7 is much faster than windows vista, it takes less than 115 second to boot. The problem is i can't manually arrange icon in folders, can any one tell me the procedure? Am I missing something or is this now not an option in windows 7.

I would suggest right clicking an empty spot on the Desktop, Arrange icons by, click Align to grid and then put the icons where you want them. Click the command that indicates how you want to arrange the icons (by Name, by Type, and so on). If you want the icons to be automatically arranged, click Auto Arrange. If you want to arrange the icons on your own, click Auto Arrange to remove the check mark.
