Hi, I don't know why are you getting this error, but just try to do the following test to your computer setting. I think this may making issue to give you the error of
    Error Code: 0x80070425
"The service cannot accept control messages at this time"

    Do the following:
    • Goto services.msc
    • Set the credential manager service to disabled.
    • Restart your computer and then change it back to manual.
Check it whether it solves your problem or not.

Hi, I am also getting the same problem as you and solved the error code: 0x80070425 in windows 7. This problem is occured due to the credential manager was not starting at boot up and it just needs to start at bootup. So, to start the credential manager at bootup just follow the steps below:

    • Search for Credential Manager
    • May be it is disabled.
    • Find and check it.
    • Restart your computer.
    • That's done.
