I have Macintosh pc. I have the problem that my option "Preserve Users and Network Settings" can is grayed out and I'm able to access the hard drive and the system folder and users folder is not lost or anything but why it is greyed out ??

Try the following steps, to resolve your problem with Preserve Users and Network Settings :
- Verify that the Mac has AC power without interruption.
- For faster installation, Time Capsule / AirDisk users must connect their computers directly to the airport to your device via Ethernet.
- Insert your original Mac OS 10.5 Leopard DVD and restart while holding down the "C".
- On the screen "Welcome", go to the menu "Utilities" and select "Restore from backup system ...".
- The "System Restore" window reminds you that this procedure will erase all data on your Mac's internal hard disk. Click "Continue".
- In "Select a backup source" choose your backup disk for Time Machine and click "Continue". (If the backup disk you are restoring from a network drive, click "Connect to Remote Disk." Then choose the disk image of the restoration will be developed and click "Continue").
- Under "Select a backup" choice of what set of backups that would like to "Restore" in the dropdown menu. (If the backup unit has only one game, it will be dimmed.)
