Unable to scroll using mouse as well as arrow

I am using Lenova laptop and in that Windows XP is installed. When I starts scrolling my document or any other application using mouse or keyboard, scroll bar doesn't move from it's position. It happen for all the documents. I think, scroll bar must be locked. Is there any key or software to unlock it? Is there problem in mouse or keyboard? Give me some solution.

If you are unable to scroll vertically or horizontally using arrow keys on your keyboard then you have enabled the Caret Browsing. Caret browsing can be made enabled or disabled by pressing F7. A caret appears in a documents and can be moved with arrow keys.and used to select text. To disable caret browsing, you have to follow the steps-
    1. In the Location bar, type about:config and press Enter Return.
    2. Search for the accessibility.warn_on_browsewithcaret.
    3. Double-click on the key and set its value to false

Check that drivers for the mouse and keyboard are properly installed. You can update the drivers using internet. check your mouse and keyboard are working on other system or not. If not then you have to repair it or replace it. To repair it you have to meet hardware manufacturer.
