Indicates a registry error, or a video graphics driver error, in most cases... It is a very common error code. Boot into safe Mode and uncheck all the recently added entries that are in msconfig>startup.

It sounds like your hard drive has died. Run a thorough diagnostic on it
using a utility downloaded from the manufacturer website. All to do is that you have to reinstall WINDOWS VISTA , make sure that your pc should have at-least 2GB RAM . If the drive fails any physical tests, replace it.

Is it okay to use the BIOS HDD self-test or do I need to download other programs for the diagnostic?

    Thanks in advance!

The BIOS Utility is the first thing which makes us alert us against any hardware problem, so once you find there are problems being reported by the BIOS, you can use the third party softwares. Its absolutely fine to use the BIOS utilities.

Yes, Possibly, I had the same problem with 8400GS, The problem is, this Nvidia Geforce 8400GS is a low end graphics card, which i think cannot handle the extreme graohics need demanded by Windows Vista and games on it. So you need to upgrade the Graphics card...
