One of the reason why the system crashed during the dist-upgarde may be there is some problem with fstab. If the filesystem is not damaged and not corrupt, you can get your data back, but to install ubuntu you need to format the partition. I don't think there is any other way out of this...

Do you have Ubuntu Live CD? If yes you can do this :
    • Boot from live CD
    • Mount the Ubuntu partition
    • Mount some other partition to take backup
    • Copy the files from the Ubuntu parition that are important to the backup parition
    • Reboot the system and reinstall Ubuntu
    • OR Install Ubuntu from the live environment itself

You should have a look at the CD, you CD might be damaged or the ISO that you have downloaded might not be working. Always verify the MD5 checksum for the ISO files that you download. If you have a blank CD you can burn the disk again and see if the Installation works. But you must clean install as the partition is left with incomplete setup.

I think the problem might be the Power Supply. It is command that when your CPU works at maximum load it needs more power which the PSU can supply, but sometimes the power experiences fluctuation and due to the fluctuations, the system can freeze or reboot. I hope you get through this... Just to be sure also check your memory...
