I think you have to keep updating the Windows 7 RC regularly so that the bugs and flaws keeps getting updated out. Did you recently downloaded some updates which might have caused it? I think its not due to update and due to an update which is not downloaded. Update Office and Windows both and see if that works...

Try to reboot your system and then try running outlook, does it work then? Or may be start Windows 7 in safe mode and run Outlook, there must be something running which doesn't let Outlook to run. Also if this is not solved, you can backup your data and try re-installing Office 2007, there are chances that this bug goes off.

Add a DWORD value that is named DefConnectOpts to the following registry subkey:
    [HKEY_CURRENT_USER\Software\Microsoft\Office\12.0\Outlook\RPC]
To add this DWORD value, follow these steps.

    1. Click Start, click Run, type regedit in the Open box, and then click OK.
    2. Locate and then click the following subkey:
    HKEY_CURRENT_USER\Software\Microsoft\Office\12.0\Outlook\RPC
    3. On the Edit menu, point to New, and then click DWORD Value.
    4. Type DefConnectOpts, and then press ENTER.
    5. Right-click DefConnectOpts, and then click Modify.
    6. In the Value data box, type 0, and then click OK.
    7. Exit Registry Editor.
