Unable to empty the Windows Recycle Bin:
The above procedure is also valid when it is not possible to empty the Windows Recycle Bin. These files are listed in this form: CD1, CD2, etc.. To give you an account, follow these steps:
    1) Click on Start / Run, then type: cmd.
    2) In command prompt, type these commands:
    - Cd \
    - Cd recycle
    - Cd and please use the Tab key to activate the name completion, and then press Enter.
You will see a folder whose name will look like this: C: \ RECYCLER \ S-1-5-21-1482476501-2111687655-854245398-1003>.
    3) Finally Enter this command: dir
In Windows Explorer, browse the tree: \ RECYCLER.
With the right mouse click on the RECYCLER folder, then select the Properties and Security tab. As before, check the Replace permissions, then click OK. You may be entitled to an error message indicating that the Recycle Bin is corrupt: "The Recycle Bin is corrupted. Would you empty the Recycle Bin for this drive?" Confirm simply Yes. The return to normalcy will be virtually instantaneous.

Hello. , I read somewhere that if a drive might be seen as removable, then it is difficult to remove the item from it , you can use the above procedure, to solve your problem , also alternatively there is need to open the recycle bin to empty it , If the icon is on the desktop, right click on it you want to empty.
