Have you tried by replacing USBPort.sys ? it should do it for you! Try the below commands which make it easier to take control of the file.
takeown /f "C:\Windows\System32\Drivers\usbport.sys"
cacls "C:\Windows\System32\Drivers\usbport.sys" /G username:F
Download Hidusbf from google search, i can't remember the link to download it. download that and try, After downloading extract it (it is a modded driver for Windows 7) then hidusb64 overwriting files there. Install hidsubf and restart pc. check with mouserate.exe and it only increases mouse polling rate (not other usb devices)

- 125 Hz = 8ms
- 250 Hz = 4ms
- 500 Hz = 2ms
- 1000 Hz = 1ms
