Disk Utility can't verify or repair permissions on the Mac OS X 10.3 or 10.4 volume if the "BaseSystem.pkg" file is not in /Library/Receipts. If you've moved this file, move it back to /Library/Receipts. You shouldn't normally remove any files from /Library/Receipts. If the file has been deleted, replace it by copying it from a different computer that uses Mac OS X 10.3 or 10.4, or by reinstalling Mac OS X 10.3/10.4 from an installation disc.
To allow system administrator approval to repair permissions, click on the button below verify disk permission and enter a system administrators name and password. You must have system administrator privileges to access this option. If the buttons labeled "Verify Disk Permissions" and "Repair Disk Permissions" are grayed and not selectable, you have not selected the boot volume or you are not a system administrator.
Is this the first time ever to repair permissions on this mac? You need to copy the contents of /Library/Receipts over as well as the applications and the error will go away.
