I know this kind of issues happens due to Windows switches into kernel mode and a user-mode subsystem, such as Winlogon or the Client Server Runtime Subsystem (CSRSS), is compromised. Because Win XP can't work without Winlogon or CSRSS, this is one of the fewtimes where the failure of a user-mode service can cause the systemto cease responding so Security can no longer be guaranteed. This Stop message also is the outcome of the malware infestation or when the computer is restarted after a system administrator has modified permissions so that the SYSTEM account no longer has adequate permissions to access system files and folders.

Since it's not starting in normal mode, you should try to boot in Safe Mode then try to boot normally and check your installed programs list to see if there's any trace of any troublemaker, once it's all done, well, if you can't get into safe mode, you have a bit of a dilemma, i would get a bootable recovery disk. But don't pay that much attention to me, I always take the non-safe route when these kind of problems vanish

It can be output of may issues. One problem could be the windows update: 890859 . You can try to remove it with this solution or else visit http://support.microsoft.com/kb/317189 .If this things has no effect You can scan for malware by either pulling the drive and scanning from a working, clean machine or by using a Bart's PE with appropriate plugins.Otherwise, back up your data onto an external hard drive by using a rescue system such as Knoppix or Bart's and do a clean install of Windows.
