it is a known problem which occurs often when using a plugin video that our video card does not support them. My advice is that you try with another video plugin that you can use at this time. This problem is especially common when using Pete'sopengl2. You can also try another video plugin andupdate your drivers also do not forget to update your Direct X.

Use another GFX plugin. I bet your using an OpenGL based plugins, and it has some compatibility issues. Try with a Direct3D plugin instead of an OpenGL one and see if it works. Try resetting defaults on the audio/video options.
If this doesn't work, re-download/install EPSXE. It should fix the problem. the cause is that your graphics card isn't capable of running shader extensions , it requires at least a ATI 9500/nVidia FX or above...moreever it is a stablised plugin and has ZERO compatibility issues.
