Your computer may be infected with viruses or adware. Install some good antivirus and run system scan to remove such infections. Also run anti-adware application for more safety. There are plenty of free antivirus programs available on the internet.

It is safe process. mdm.exe runs as a service from Microsoft automatically loaded on system startup. You can end this process by turning off the Machine Debug Manager by following steps:
- Open Internet Explorer
- Click on Tools
- Go to Internet Options
- Click on Advanced tab
- Uncheck the box for Disable script debugging
- And click OK
