Double-click the time in the task-bar, Click on the "time zone" tab, Change it to the correct time zone and hit "ok". and Double click on your clock time, click on the "Internet Time" Make sure to uncheck the box for Automatically syncronize with internet time server.
In Windows Vista, the Cdosys.dll module compares the current Windows time zone to a hard-coded time zone array. When you apply the DST updates, the Windows time zone changes. Therefore, the Cdosys.dll module cannot find a match for the current time zone in the hard-coded array. In this situation, the Cdosys.dll module uses a similar time zone in the hard-coded array instead of the local time zone.
