    When i had a problem like this i hit the Start/windows key, type msconfig and hit return. Under the Boot tab,
    uncheck Safe boot as a boot option.so it just prevent it form booting in safe mode...

    Have you tried this
    boot in to safe mode, run msconfig and click the 'startup' tab. Uncheck everything except the 2 'LoadPowerProfiles' and ScanRegistry. Save and reboot.
    and see any thing happen

    Ok, try this options
    * log on as Administrator
    * boot to Safe Mode via the "F8" key and see if it likes to be adjusted that way.
    *install Vista BootPro.
    *manually edit the master boot record
