sad Error 1606: Could not access network location %APPDATA%\

I have Windows Vista Basic..i have deleted app data folder under my user and now i cant download counter strike. im stupid i know but i need help is there some way i can replace the app data folder? because every time i try to download counter strike source it says "Error 1606: Could not access network location %APPDATA%\" i have looked at the other threads and i tried to change the directories but it wont let me!! help me please im about to smash this damn computer!!

This issue may occur if there is an incorrect setting in one of the following registry subkeys:
  • HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders
  • HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders

To resolve this behavior, follow these steps.
  • Click Start, and then click Run.
  • In the Open box, type regedit, and then click OK.
  • Locate and then click the following registry key:
  • HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders
  • In the right pane of Registry Editor, double-click Common Administrative Tools.
  • In the Value data box , type the following line, and then click OK:
  • %ALLUSERSPROFILE%\Start Menu\Programs\Administrative Tools
  • On the File menu, click Exit to quit Registry Editor.
  • Restart the computer.

I dont have anything that says "Common Administrative Tools"
grrr i have messed up kinda bad heh...

Since you've received 1606 error, there is a high possibility that your computer is associated with registry problems. To solve this error, you need to follow the steps below:

This problem occurs because the following registry entry is not removed from the registry when you upgrade the Microsoft Windows Millennium Edition operating system:

HKEY_Local_Machine\Software\Microsoft\Windows\Current Version\Explorer\User Shell Folders\Common Administrative Tools

To resolve this problem, delete the following key from the registry.
HKEY_Local_Machine\Software\Microsoft\Windows\Current Version\Explorer\User Shell Folders\Common Administrative Tools
To delete the registry key, follow these steps:

1. Click Start, and then click Run.
2. In the Open text box, type Regedit, and then click OK.
3. In Registry Editor, expand My Computer.
4. Under HKEY_Local_Machine, locate the following registry key:
HKEY_Local_Machine\Software\Microsoft\Windows\Current Version\Explorer\User Shell Folders\Common Administrative Tools
5. Right-click the Common Administrative Tools key, and then click Delete.
6. Click Yes to delete the key.

Check this --
When UAC is enabled, IE7 is running under Protected Mode and can only write to low integrity objects. The Temp folder has incorrect integrity level settings. Perform the following steps to get rid of the issue.

Run command to reset low integrity level on the temp/low folder
  • Go to Start -- All programs Accessories.
  • Right-click Command Prompt --- click Run as administrator.
  • In Administrator: Command Prompt window, copy - paste the following without quotes :
    "ICACLS "%userprofile%\AppData\Local\Temp\Low" /setintegritylevel (OI)(CI)low"
  • Press Enter.

Restart the computer and check
