To force Shutdown in the virtual machine menu you have a Turn Off button. Alternatively, go to to the Virtual Machine and select Show Package Contents.Find the file ending with ".vmem" and move it to the trash and reboot the Virtual Machine. If you select Power Off, that’s like pulling the plug from the power of the virtual machine, and it’ll shut right off.

Try to run activity monitor and try to find out the vmware-vmx processes . If there were any to the VMware Fusion UI and should be in motion, re-connect 'on, to the current virtual machine. You can elegant conclusion to the machine. Another way to solve the menu of the Virtual Machine to open the key of the Option to suppress "to change Closure Guest" to "Power Off".
