Hide Control Panel In Windows XP

My windows xp system doesn't show control panel icon. I have shared my printer in network which can be accessible by all the user connected in network. I'm trying to enable the access to the control panel for every user but control panel is hidden. Can anyone help!!!

1. Go to My Computer, select Tools then click on Folder Options.
2. folder option will display a window with multi-tab, select view tab.
3. Scroll down to "Show Control Panel in My Computer" and uncheck or uncheck the box as desired.
4. Click "OK" to close the dialog box.

To find out hide control panel icon go to start < run < gpedit.msc < select administrative tools < software restriction policy and create a new path C:\windows\system32\control.exe set it to disallow.

Click Start/Run and type in control and hit enter. Does the Control Panel open? If no then try to open it from Start button>run>type or paste explorer.exe or run TWEAKUI.EXE.
