The Web site may not be fully compatible with Internet Explorer and may not be displayed correctly. You can enable Compatibility View for the Web site to see whether that resolves the problem. To enable Compatibility View, click the Compatibility button in the top-right corner of the window, method is to another Re-register .dll files.

Re-registering the DLL files associated with Internet Explorer often solves this problem with connecting to secure websites. Click Start => Run, copy and paste this command into the run box regsvr32 softpub.dll and press Enter. You have to repeat the same step for all remaining dll files.

Make sure that the SSL port (port 443) is open on your network/firewall (if you have any). and delete all temporary file in internet explorer from Tools menu > click Internet Options > click Internet Options > Temporary Internet files > click delete.
