It could be the hardware issue. have you tried to turn off the computer in between restore process. You may need to run memory diagnostics tool. Did you get error message when system restore freezes.

Use System Restore Control 2.0 software which is a powerful application that allows you to control your system's settings in order to save as much space as possible. You must know that Windows XP System Restore default settings use up to 12% of your disk space, creating a Restore Point every 24 hours and maintaining old points for 90 days before deleting. In this way, you use a huge unnecessary amount of space which can be used more wisely. The program allows you to make settings adjustments in order to save space. This adjustments are: change frequency of automatic Restore Points to as much as 7 days or as little as one hour; change time to keep old Restore Points before deleting to as little as 7 days; and set the maximum disk space used to as low as 1%. This version features many improvements such as the ability to list all available Restore Points and Restore Operations, create restore points, restore your system with available Restore Points, among others.

First turn off the computer and press F2 key which will allow you to enter in to BIOS. Select advance menu and change the SpeedStep setting of processor from Enabled to Disabled. Save that changes and exit from the menu. Restart the computer and run System Restore.
