Task Manager>New Task (run)>Browse , find explorer.exe and run it. Something is causing your explorer.exe to exit. Do a system scan with good updated antivirus.

After running explorer.exe the virus may still be on the computer, don't frget to scan your system. I recommend you norton for this.

Press CTRL+ESC, this will bring start menu. And now go to control panel -> "Task bar and start menu", and now make sure that Auto-hide is turned off and the taskbar is unlocked.
