All i know is its a microsoft windows file. It is not a virus or a malicious file.This file appears in all winodws after Winodws 98 and ME , so obviously its not a virus or spyware.

Applications like : torrent client, IM clients and other internet based softwares that need internet connection, uses this process as a gateway to bypass the windows firewall.
