The volume of the noise increase when you turn up the volume of speakers? If yes, then the sound card is picking it up. if that not the issue then it must be your speaker .try taking the card back and trying another brand.

A whining noise is the problem of the power supply this may be because your speakers may be getting little access or lower power supply from the unit, that can't predict and that need to stabilize and which is not possible, because your house plug-in switch may be suppling equal power from its every output and that you cant make it only for speakers, whenever you get like this problem slowdown your speaker volume level, turn off speaker with the button on it and again restart it and then gradually increase the volume but here after you need to keep the volume at low level.

I did all the work to register just so I could get on here and say thank you for solving my problem...I tried different drivers and nothing worked, and this worked perfectly. Thank you!

edit: also I use a P5k board so as long as you use that realtek audio HD driver it should work.
