I have Old Dell PC.I have contacted the dell support but they not showing the way to access the recovery partition as they say software tech support costs money. Is there anything so that I can access it?

According to Dell: "If you purchased the Dell DataSafe option when you ordered your computer, you can use it to roll back the system to a healthy state.
Use the Norton Ghost 10 user interface to restore data that has been backed up to the DataSafe partition.

When you first power the system on during the post (dell logo is displayed) Ctrl+F11 at the Dell logo. untill you see a boot menu appear. You should have an option for utility partition or diagnostics partition in the list.
